Depends on personal preference . Like myself , I will buy the COSC certified (I just have one for now ) .

And of cuz styling is important , and watches come with different style and design to suit your job and activities for the day .
So , look at good movement and different style .

Without a doubt, the brand. Any cheap quartz can tell time just fine and any fashion watch maker ie fossil, michael kors, guess, and even seven friday have nice designs.

Must b iconic design beside brand .
A design that will still look awesome 40 yrs or sixty yrs down the road.
Those will b the only watches I will purchase.
Not beautiful today and looks yuk in 2 yrs time.
A design that will last the test of time.
Just my opinion and experience .

My priority will be on design and within my affordability, then goes to brand and movement.
