In order to get specific answers, u should narrow down your requiremens. Nowadays all watches in stainless steel / rubber strap can be replaced with, and u mentioned divers or... Also if u can decide on price range more narrowly, RM11/12/13/14/15k that be better la, Rainbow.

Correction, its Ceramic XV, nicer than Spacemaster due to ceramic bezel and its lighter actually

I would opt for :
Entry Level Jaeger LeCoultre , Zenith or Maurice Lacroix
-
NOT within that budget for JLC, Zenith.
-
ok thinking about iwc pilots chrono (pre-loved), ball deep quest (new), ball ceramic xv (new), ulysse nardin maxi marine diver (pre-loved also), breitling super avenger (pre-loved) or finally IWC Aquatimer Automatic Chronograph RS ? wat all the sifus think?

He can actually get nice Divers for less than 10k. Breathing Super Ocean or older models, Logines Legend Diver (there is one with date in Setia Alam Mall), he can even get an IWC Mark
XVI with ss bracelet, that's below 15k, BR 02 1000m divers below 15k, Fortis, Glycine, Sinn, Omega Seamaster Aqua Terra co axial, Tag, or buy a used Sub by saving a bit more.

Rainbow,
Questions like this will only make your choices more difficult.
Shop around, try the watches on. See which one you like.
There is no right or wrong choice... ultimately, you'll be the one wearing, so wear what you're happy with.
Most members here have their own direction on watch collecting.
What I like does not necessarily be what you like.
As for my opinion, based on your budget, I would say you have plenty of choices.
No hurry... shop around...
You might see yourself throwing the budget limit out the window when you meet the piece that you know you wanna take home no matter what. ;D

Seiko 300M marinemaster
-
get a preowned Submariner
-
pre-owned rolex Sub / GMT II
Or
Entry level panerai base model

If u wanted to flip the watch here and there, this is the one to go for
-Rolex Submariner (no date)
-Pam 000,111,112,005
-Rolex Explorer I or II
If u wanna buy the watch and not intend to flip (beings keeper instead) :
-Anything that came into your mind
There is no starter watch, its all about the watch and you. If u like it why not go for it.

If you are not particular about resale as much and prefer a new watch any Omega Seamaster will be a good deal in the 10-15k range, plus will be NEW. An 8500 PO might be out of range but the 300m or Aquaterra are all under 15k.
Used Sub/GMT can only get the non-ceramic models which IMO not worth it. I have a Bond Seamaster and the clasp/bracelet is fantastic along with an all around solid feel. I was handling my dad's non-ceramic sub and it felt tinny to me with a really crappy clasp. I felt like the Seamaster was a better watch for less money.
I also have a GMT2c and it is a great improvement over the old GMT. The clasp is fantastic, and so is the bracelet and the overall feel of the watch.
At 10-15k I'd go Omega Seamaster. I would go 2nd hand Rolex GMT/Sub Ceramic at above 20k. I don't like the idea of paying 15-18k for an older model Rolex when I can get a new Seamaster.

Seiko 5 , which is affordable price and also has g good movement for beginner.
-
If you want to go Japanese, Seiko 5 is a very wide range - some of the lower end watches have a cheap look and feel to them. The drawback IMHO, are that Seikos are very "common", if you can afford 10k-15k; go Swiss. Just my opinion.
However, I love my monsters and frankentuna gems.
Step up a bit and get a Black (SKX779) or Orange (SKX781) Monster.
My personal favorite is the SKZ255K1 all black Frankentuna.
Google the model numbers for images. You won't be disappointed.
