When the date is at 31st, the alignment is off and it appears like the 3rd and 1 is almost disappearing. I was told that all Seiko NH35(a) movement is like this. Would you all be kind enough to verify? Thank you.

The NH series are specifically made to be sold to other brand manufacturer (similar to Miyota). Hence the NH series is standardised and it is the responsibility of any brand who uses them to manufacture their watch around the movement. More often than not, the manufacturer can't get the date aperture cut just right for the standard date wheel. hence the misalignment.

who told u all nh35 is like that?
and yes, the blame should fall to the manufacturer for not aligning the date window properly.

Seiko Japan? You mean this gentleman, Shinji HATTORI, Masahiko SHOYAMA, Ikuo Tokunaka, or who?

No. The watch manufacturer who is using Seiko movement.

It is obvious from the picture that the date aperture was cut at the wrong area.

But it has no issue for the rest of the 30 days.

Emm.. can't comment much on this particular example. Need to see it in detail for a conclusion. However, one thing I can comment with certainty is the examples that I have. Got from Invicta, Lum Tec, Maranez etc using the NH series movement and none of them have such an error.

i'm curious who the watch manufacturer is.
seiko date wheel is abit peculiar as '30' and '31' have different font sizes for the '3', but they all still fit in the date window of my seikos.
so the fact still remains that the manufacturer did not allow enough space for '31' when they cut the dial.
